Q: What is going to be the cost or dues?
A: Currently all D.S.A. Members are paying $21.73 per month which includes $14 per month for CPPA Liability Coverage. Under the new structure and in signing with the FOP, our monthly dues will increase to $90 per month per person. This cost will be reevaluated after the board has been established and budget projections can be made to determine if the monthly cost can be reduced. I do not see this amount increasing as it covers all services and provides a healthy operating budget for the FOB Lodge.
Q: Who is an eligible member for Collective Bargaining?
A: After reviewing the legislative bill, and examining the definitions of Managerial & Executive Employee, it is currently our understanding that anyone holding the rank of Lieutenant and above will be excluded from participating in collective bargaining pursuant to the bill. All persons under the rank of Lieutenant (including civilian staff) are eligible members.
Q: Do I have to be a part of the Collective Bargaining Unit?
A: No, by law you are able to independently choose if you want to pay dues or participate in the collective bargaining effort. You will get this choice annually or rather, your decision is final for a 12 month period. Keeping in mind, if you are not a contributing member, you will not be afforded the "protections" as detailed within the bill or agreed upon in the collective bargaining agreement nor will you receive any of the benefits / impacts that the collective bargaining agreement establishes.
Q: Can we go on strike, protest or stop working in response to adverse working conditions / refusal to come to an agreement?
A: No, by law we are precluded from strikes, work stoppage, collective sick leave, work "slowdown" or any action that disrupts on a widespread basis the day-to-day functioning of a county. We win or lose in the collective bargaining agreement negotiated with us and administrators. We will allow the process to work as intended and negatively impacting the service to the community is unacceptable and will not be tolerated by either side.
Q: What about the Lieutenants, Captains, DC's and Undersheriff? Will they benefit at all from this?
A: By law, those positions are precluded from participating in collective bargaining and therefore fall outside the scope of the bill and it's contents. We have a process and a plan to ensure those members will be provided all of the benefits of the FOP membership, should they choose to pay those associated dues. We do not want to create division or adversity between ranks. Ensuring those members are taken care of to the extent possible afforded to us is very important and will remain a priority.
Q: What happens to the Deputy Sheriff's Association (DSA)?
A: The DSA would be dissolved / disbanded by member vote and all funds reallocated into the FOP Lodge bank account under the newly voted upon board. The FOP Lodge board will resume all functions and responsibilities of the DSA moving forward.
Q: Who is going to be on the FOP board or how do we establish that board?
A: The first step is to elect an FOP Lodge president. We intend to hold that election in the coming weeks so that forward progress can be made. After that position has been established, it would be my intention to have a board of (6) members, with (2) eligible members from each of the (3) divisions. (2) from Detentions, (2) from support services and (2) from Law Operations.
